Manhattan District Attorney Cyrus R. Vance, Jr., today announced the indictment of JENNIFER COTTEN, 49, and ALFRED COTTEN, 50, a married couple, for facilitating sex tourism by U.S. citizens to the Dominican Republic through their company, TROPICAL ADULT VACATION (“TAV”). Their arrests follow a 10-month investigation with the U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI). The defendants are each charged in a New York State Supreme Court indictment with one count of Promoting Prostitution in the Third Degree. [1]
“The alleged ‘family business’ for this husband and wife team was international sex tourism,” said District Attorney Vance. “Companies like the one charged in this case create a demand for the sexual services of prostituted women abroad, many of whom may be trafficked individuals. That is exactly why, in New York, it is illegal to sell prostitution-related travel services to any jurisdiction, at home or abroad: those who pay for sex facilitate a black market that profits off of the vulnerable, particularly women and children.”
“The Cottens allegedly exploited women by bringing them into prostitution for international sex travelers, thereby encouraging the growing problem of human trafficking,” said Glenn Sorge, acting Special Agent in Charge of HSI New York. “HSI will continue to work with its law enforcement partners to pursue those criminals who place greed ahead of human dignity.”
According to court documents and statements made on the record in court, beginning in July 2011, the defendants operated a sex tourism company, TROPICAL ADULT VACATION, through which they provided U.S. citizens with room, board, and the services of prostituted women at their hotel located in Boca Chica, a small town near the capital of the Dominican Republic, over the course of hundreds of trips. The defendants personally managed TAV’s business operations from their Florida residence, including posting advertisements on Backpage.com to solicit customers, operating TAV’s website, and responding to email and phone inquiries.
Customers could make payments in advance of their trips using credit cards, wire transfers, or direct deposit. Typically, once a customer arrived in the Dominican Republic, they were transported to the TAV hotel by the COTTENS’ locally-based associate, who handled day-to-day operations. There, customers were allowed to select between several different prostituted women, and could engage in sexual activity during stays ranging from 24 hours to one week. Though prices varied depending on the length of a customer’s trip, they were typically charged approximately $1,500 for a weekend stay.
The Manhattan District Attorney’s Office’s Human Trafficking Response Unit
Last year, District Attorney Vance announced the expansion of the Human Trafficking Program into the Human Trafficking Response Unit (HTRU). Housed within the Office’s Special Victims Bureau in the Manhattan Family Justice Center, HTRU investigates and prosecutes sex and labor trafficking cases, and provides support for victims and their families in partnership with advocacy groups. The Unit also works to identify victims in cases that may involve elements of trafficking from hundreds of street arrests that are screened and prosecuted by other areas of the Office, including the Domestic Violence Unit.
HTRU is among the most robust anti-trafficking units of any prosecutor’s office nationwide, with an in-house social worker and financial analyst joining two full-time prosecutors, 15 specially trained prosecutors, and multiple support staff. HTRU builds upon long-term investigative techniques – including wiretaps and forensic analytics – that make up the backbone of the evidence-based approach used to build these complex cases.
Assistant District Attorney James Lynch is handling the prosecution of this case under the supervision of Assistant District Attorneys Jennifer Dolle; John Temple, Chief of the Human Trafficking Response Unit; andExecutive Assistant District Attorneys Audrey Moore, Chief of the Special Victims Bureau; and John Irwin, Chief of the Trial Division. Senior Investigators Ariela DaSilva and Miguel Rivera, as well as Supervising Investigator Jonathan Reid, assisted with the investigation. Trial Preparation Assistant Samuel Morales is also assisting with the case.
District Attorney Vance thanked acting Special Agent in Charge of HSI New York Glenn Sorge, and Special Agents Rob Mancene and Megan Buckley.

All expenses were paid — including sex.
A couple from Florida had a “sex tourism” business in which they sent travelers to the Dominican Republic and then paired them with prostitutes, prosecutors said Thursday.
Alfred and Jennifer Cotten, 50 and 49, operators of Tropical Adult Vacations, were charged with promoting prostitution for allegedly managing the women who were sold for sex between July 2011 and August 2015.
“They were living in Florida and advertised all over the country, including Manhattan,” Assistant District Attorney James Lynch said at their arraignment in Manhattan Supreme Court.
Prosecutors said calls and money transfers related to the business occurred in the city, although the husband and wife were based at their home in N. Fort Myers, Fla.
Customers of the Cottens would be met at the airport by a company employee named Paco, who would “bring them to the resort where they would then choose from a number of prostitutes for however long they would want it,” Lynch said.
The ADA said they also had the option of booking “two women at a time.”
“They had all different options,” Lynch said. “They had sex with the women and that was included in the price that was paid.”
They dealt in email and phone inquiries and advertised on Backpage.com, he said.
Authorities have a recording of a controlled call in which the pair discussed options for a bachelor party, Lynch told the judge.
When a search warrant was conducted on their home, investigators found 55 pounds of gold and silver coins, thousands in cash — including Dominican currency — and a .38-caliber Colt automatic.
The case was handled by the Manhattan District Attorney’s Human Trafficking Response Unit and Homeland Security.
The wife’s attorney, Genay Leitman, said her client ran a day care and now cares for her infirm husband who is wheelchair-bound and has a host of medical problems.
Lawyers for the couple said they have never been in legal trouble before and shouldn’t be now, because prostitution is legal in the Dominican Republic.
“There are some issues of jurisdiction that Ms. Letiman and myself have to explore,” said the husband’s attorney Emanuel Moore.
“If there are acts, the acts are out of Florida and also down in the Dominican Republic.”
Justice Marcy Kahn released them on their own recognizance and ordered them to report to their lawyers weekly.
They are expected to return to Florida but must be back for their next court appearance on Nov. 9 and all others to follow, the judge said.
“If they’re not here, a warrant will be issued for their arrest,” Khan said.
They each face up to seven years behind bars but would also be eligible for probation if convicted.

Neighbors are in shock after investigators arrested a North Fort Myers couple for running a sex tourism business right out of their North Key Drive home, just off US-41.
The couple is now in jail facing federal charges for prostitution.
According to court documents, the business started in July of 2011. That means they not only ran their business out of the North Key Drive community, but also from their previous home in Cape Coral.
On Friday, we spoke with neighbors from both properties.
Jennifer Cotten, 49, and Alfred Cotten, 50, are accused of running Tropical Adult Vacation -- a sex tourism business -- right out of their North Fort Myers home.
"I think it's horrific," said Kathy White, a current neighbor.
Tropical Adult Vacation claimed to be a family business. Investigators say it facilitated sex tourism in the Dominican Republic.
The business was promoted online. Customers typically paid $1,500 for a weekend stay.
"If they knew about it, no one really said anything. I'm pretty sure it's probably a surprise to everyone around here," said Quinn Bailey, a former neighbor.
The couple set people up with room, board and prostitutes in the Dominican Republic.
"I hope they convict them and send them away for a very long time," said White.
The Cottens were arrested in Tampa in late August following a 10-month investigation by two federal agencies.
"It's one thing to be trafficking people. Then when you bring kids into it, it's just disgusting," said Bailey.
The New York County Defense Attorney that announced the indictment says companies like this one facilitate a black market that profits off vulnerable women and children.

The witnesses spent many hours working with the FBI artist. This sighting has been very important to Amy’s investigation. This sketch was one of three sketches that were on the FBI website for over ten years. The individual in this sketch has been identified as being with Amy in three locations, at three different times, by three different witnesses.
The current indictment naming Alfred Cotten is from a New York City Grand Jury, as the result of a Federal investigation by Homeland Security and ICE. These charges do not include anything connected to the sightings of Amy with the man in the sketch. Amy has not been seen in New York. The charges from New York are specifically for promoting prostitution and nothing else. The Justice Department agencies and the Manhattan District Attorney are not offering explanations about this to the Bradleys. I can only say that Amy’s story is very complicated and it covers many jurisdictions. This is just the beginning.
At this time, neither the Justice Department nor the Manhattan District Attorney has named the man in the FBI sketch as Alfred Cotten. There are currently no charges or indictments in Manhattan Supreme Court associating Alfred Cotten with Amy Bradley.

Documents show the Cottens ran their hotel out of Boca Chica, a small town near the capital that has been hard-hit by sex trafficking since the earthquake in Haiti. That’s when Haitian women and underage girls were sold into sex work as they fled their ravaged country. The city earned a reputation as a place where men and tourists easily could find and pay for underage girls to perform sex acts. Much of this happened within sight of residents and fellow tourists. Social workers told reporters the practice was out of control and difficult to crack down on.
The TropicalAdultVacations.com website doesn’t specifically reference ages of the women made available, except in one reference. “No matter what your age, race or body shape you will have plenty of hot 20 year old Dominican women falling over you at our adult sex resort.”
Adult prostitution is legal in the Dominican Republic, but a third party benefiting from sexual proceeds is a crime.
Still, many women and children are sexually exploited in the country.
“There are those who clandestinely sell the country as a sexual destination,” said Ramón Brito, spokesman of the tourist police in the Dominican Republic. “We prosecute it.”
He said they sometimes learn of cases in the international press. But when law enforcement investigates, they don’t find evidence of crimes. Briefed about the details of the case, he said the conduct Cotten is accused of is a crime under Dominican law. He said he was unaware of the case.
“It’s an action against tourism and against the Dominican Republic,” he said.

But you are forgetting she is a beast/lady and its due to my training and sweets (the best pay in the business), and my whip (you are fired) that she behaves that way, soon enough you develop some rapport with one of my beasts/ladies and feel like you could come a second time to my circus, and you arranged through the normal channels for a second visit to my circus, and you come, but the beast/lady has a mind of its own, and gets the feeling she has you in her paws, and by the second day of your new trip she starts behaving like that four letter word WIFE, and you start feeling like that other four letters word SHIT.
And, I challenge you all to correct me on this; things get back in track when you mention this other magic four-letter word Paco.
From there on you start feeling like another four-letter word KING, which is the way the beast/lady has been trained by me to treat you all the time. But also by this time your brains are no more than a mass of useless silly putty, so much so you get to think the beast/lady really loves you, and start to exaggerate things, like I was pronounced dead and the beast/lady resuscitated me, your wallet is more than an open faucet, from which money flows as if water, sometimes usd $5000.00 at a time. Or even still, the girls that go out and get pregnant and then tell you it is your for you to support financially.
To finalize this message, do you really believe this beautiful, well-mannered, perfect love maker, and all other attributes that adorn my well trained, beasts/ladies in their prime sexual stage of life are at home waiting for you to come in three or four months?

Alfred Cotten worked at Affordable Adult Vacations in Playa el Agua, Margarita Island for a number of years until the group left in 2007, and established new resorts in the Dominican Republic. There is still one resort on Margarita Island that is connected to this group.
Cotten was in charge of the AAV yacht. The yacht was kept in Porlamar. Cotten made all reservations and schedules. This is probably the reason why he has been reportedly seen with Amy in various southern Caribbean harbor locations, in addition to the report from San Francisco.

Adult prostitution is legal in the Dominican Republic, but a third party benefiting from sexual proceeds is a crime.
Still, many women and children are sexually exploited in the country.
“There are those who clandestinely sell the country as a sexual destination,” said Ramón Brito, spokesman of the tourist police in the Dominican Republic. “We prosecute it.”
He said they sometimes learn of cases in the international press. But when law enforcement investigates, they don’t find evidence of crimes. Briefed about the details of the case, he said the conduct Cotten is accused of is a crime under Dominican law. He said he was unaware of the case.
“It’s an action against tourism and against the Dominican Republic,” he said.

Florida couple admits to running sex tourism operation, will serve five years of probation

Alfred Cotten’s medical issues helped him stay out of jail, the judge said.
A Florida couple admitted to running a sex tourism operation in which they booked Dominican Republic trips with added "perks."
Alfred and Jennifer Cotten, 50 and 49, of Tropical Adult Vacations, pleaded guilty Monday to promoting prostitution in the third degree in exchange for five years probation, which they are aiming to serve in the Sunshine State.
They will also have to undergo counseling that focuses on sex abuse.
Manhattan Supreme Court Justice Laura A. Ward said she offered the pair a non-jail deal partly "because there has been absolutely no proof of underage girls in this alleged prostitution scheme and because of Mr. Cotten's medical issues."
Jennifer Cotten and her husband’s prostitution ring did not include underage girls.
Prosecutor James Lynch had asked for six months in jail plus probation for the spouses.
The couple also agreed to forfeit a number of electronic items they used for criminal activity.
They admitted they booked a trip for an individual in New York, who they later learned was an investigator working for the DA's office.
Genay Leitman, the wife's attorney, said prostitution is legal in the Dominican Republic and that this case exemplifies that the statute is too broad.
"It's technically a crime. The law was violated according to the statute," she said. "The question is should it be a crime?"
"Why is New York concerned with morality in another country?" Leitman added.
The defendants are due back in court in May to be formally sentenced.

They received five years probation. According to the judge, Cotten's poor health was a factor for the probation decision. This does not mean they are innocent. The plea was guilty. They are permitted to serve the probation at their home in N. Fort Myers, Florida. Life will not be as usual for the Cottens. There is much they will not be able to do while on probation, like travel to their escort resort. This was a felony and they are now on the registry. The Cottens are guilty of a felony.
This is just the beginning. The Cottens couldn't be charged in NYC for the crimes involving Amy because the crimes didn't take place in NYC. The Bradleys are hopeful, right now. Amy's case has been reassigned from Puerto Rico to the FBI headquarters in Washington, DC. There is a very experienced agent in charge of her case, now. Cotten has now been exposed for the escort businesses.
Amy is now assigned to the behavioral analysis unit from the FBI National Center for the Analysis of Violent Crimes Task Force.

The couple advertised their business in Backpage.com. Through there they set up a call where the couple discussed options for a bachelor party. A search warrant of their home recovered 55 pounds of gold and silver coins, thousands in US and Dominican currency, and a .38-caliber Colt automatic.
